Justice And A Fourth Turning Of Buddhism?

If some portions of Karma are administered through the agency of sentient beings delivering punishments and rewards, then there would be a need for an advanced system of justice (with the possibility for mercy).

If such a system is not already part of the Buddhist system, perhaps a forth turning could include justice concepts from secular and Jewish traditions, such that Karma delivered deliberately through the agency of sentient beings is fair and effective - including things like courts, trials, and conformance to precedents when serious punishments are involved.
